Since the motor is only 3 years old and assumming you have run it moderately or less and you have changed the oil previously it may well be as the last post reply - vent andor fill plug. What ever you do dont operate the motor with water in the lower unit. Eventually you will have only water in the lower unit with no gear lube. Then destruction of the lower unit gears bearings and shafts quickly follow.
If you know that you have water in the unit drain the lower unit and refill with fresh lube. If you have water in the lower unit itll come out of the bottom hole not the top. Water is heavier than oil and sinks to the bottom.
The engine would have to sit a couple of days to let the water settle however. Posted 07-30-2004 0802 PM ET US. You have to change that oil and find out were it is leaking If the problem is not address the water will ruin the lower unit gears drain the oilwater mix and put fresh oil back in.
The lower unit needs to come off the engine the water pump seals and area need to be checked so have your pump changedreplaced. The higher your motor is mounted raising the lower unit out of the water the less drag. Of course another good reason you need low water intakes to keep the water pressure for cooling at proper pressures.
Jack plates can also be used to adjust the setback or how far back the motors. Lower units should NOT have water in the lower units ever. Remove the lower unit take it to a dealer and have them either fix your lower unit or replace it.

Found water in lower unit when winterizing 1999 Evenrude 90 HP 2-stroke. Took to dealer who pressure tested and said it was OKThought maybe oil plug not tight enough. They put new grease and plug gaskets in.

Well I just put a new 175 ProXS on a 1985 185 shallow sport classic I rebuilt and I am having the same problem with the water pressure.

There are seals on the drive shaft under the water pump seal on the impeller housingcap prop shaft. The oil that comes out as you drain the lower unit can tell you a lot about whats going on inside the gearcase. Milky lower unit oil means you have water in the oil which means youve lost a seal somewhere.

When I took out the bottom screw about 12 pint of water poured out first and then the oil. Took the prop off and looked at the prop seals which seem fine no nicks no oil had been leaking out and there was no fishing line etc. The water leaking between the lower unit and the exhaust housing is normal.
The water running down the inside of the exhaust housing is getting between where the 2 join this is not a water tight seal. There is no reason for concern. Post back with questions.

Take the prop off and run it and see if that makes a difference and inspect the shaft for crud and fishing line that the prop might be rubbing on.
